Head of Workforce Management

With FIFA 2.0, our new operating model, and the increasing establishment of local FIFA entities to deliver the world’s largest football events, including the FIFA World Cup™ and FIFA Women’s World Cup™, we are looking for a seasoned and accomplished HR professional with the necessary drive and passion to head up the Workforce Management Department of the Services Subdivision. This is your chance to design and implement the strategy for the future of workforce management and volunteering for FIFA’s Tournaments & Events Division across the globe. To support our Tournaments & Events Division, FIFA is looking to recruit a decisive and inspiring leader as the Head of Workforce Management.

 

Your duties
•    Lead, coach and mentor the Workforce Management and Volunteer team to deliver service excellence and maintain a service-oriented approach
•    Design and develop organisational structures for international FIFA entities and establish local offices
•    Develop a framework of competencies and skills, role descriptions and responsibilities for all positions within Tournaments & Events
•    Establish and monitor the staffing plan (encompassing over 600 staff and external contractors/providers) for Tournaments & Events
•    Establish key relationships with FIFA local entities and other areas within FIFA and Tournaments & Events
•    Ensure all related HR activities are implemented in accordance with local labour legislation
•    Develop cost centre budgets and staffing budgets, including by conducting salary benchmarking exercises
•    Develop and implement a strategy for workforce planning tools, systems and processes
•    Develop a strategy for international talent acquisition and the employee/contractor lifecycle and experience, from recruitment to onboarding and offboarding
•    Workforce- and volunteer-related project management for Tournaments & Events, including developing timelines, keeping the PM module up to date, developing RACI and RAPID matrices and mapping stakeholders
•    Establish consolidated reports on all relevant workforce matters, including team workload analysis, to allow effective monitoring by senior management
•    Plan and coordinate the travel, accommodation, office and accreditation needs of all workforce members, respecting FIFA’s service levels, in cooperation with FIFA’s internal service units and external service providers
•    Develop an event-training strategy in all FIFA local-entity locations for staff and volunteers
•    Manage ad hoc projects such as the Corporate Uniform and Talent Management System (freelancers, contractors, consultants and specialists, subject-matter experts)
•    Liaise efficiently with the FIFA HR Subdivision to ensure consistency in common HR matters, where applicable


Our requirements
•    University degree in human resources or psychology
•    Project management experience
•    A minimum of ten years of experience in strategic HR – ideally in the field of mega-(sports) events – including at least five years with managerial responsibility
•    A minimum of five years of experience of establishing HR/organisational structures internationally
•    Experience of developing strategies for international recruitment
•    Experience of recruiting large project teams (over 500 team members)
•    Interpersonal skills
•    Responsible decision-making
•    Fluent in English; a command of any of the other FIFA languages (French, German or Spanish) is an asset
•    Intercultural skills and self-awareness
•    Availability to travel occasionally
