Transport Senior Manager - New Zealand

Transport Senior Manager – New Zealand


Job responsibilities

As Transport Senior Manager, reporting to the Head of Services, you will be responsible for the successful planning and delivery of ground transportation and arrivals and departures (A&D) services in all New Zealand Host Cities and airports for the FIFA Women’s World Cup 2023™ New Zealand.

Under the guidance of the Head of Service, you will lead on the planning and procurement of required services and resources and the integration and coordination of all services and service suppliers are planned and delivered according to FIFA standards and in accordance with local infrastructure and New Zealand regulations. 

You will recruit and lead a team of paid staff, volunteers, contractors and drivers and oversee all the operations relating to bus, fleet, venue/site/facility transport operations, airport operations, A&D, infrastructure, client services, project management, transport mapping, technology, parking and permits, communications and other transport support operations within New Zealand.


Job duties

Your role as Transportation Senior Manager includes the following responsibilities:

  • Development of the detailed tournament Transportation plan and the A&D/airport plan in line with the agreed vision, budgets and strategy, managing them through to implementation and delivery and ensuring they are fit for purpose at all stages.
  • Coordination and direction of a large and articulated transportation and A&D team, including contractors and suppliers.  This includes recruitment, selection, assigning responsibilities and ensuring an efficient, successful and strategic management of the team through the planning phase to the operational delivery phase.
  • Overall management and responsibility for the procurement and related processes of all transport and A&D resources to deliver the Transportation plan and the A&D plan in accordance with agreed budgets and strict, immoveable project timelines.
  • Overall preparation and management of the respective transport/A&D budget in close collaboration with FIFA.
  • Planning and delivery of transport scope within budget and deadlines.
  • Preparation of parking plan (allocation and VAPPS production and distribution) for FIFA constituent groups in full integration with Host City mobility plan.
  • Oversee the planning, implementation and operation of all Arrival and Departure services for all FIFA constituent groups in accordance with FIFA’s standards and requirements ensuring client end-to-end service delivery models are established and integrated between all key stakeholders.
  • Oversee the planning, implementation and operation of ground Transport services for all FIFA constituent groups in accordance with FIFA’s standards, service levels and client specific requirements.
  • Lead on the establishment and building of robust working relationships at a senior level with other functional areas and all key external stakeholders including delivery partners, local authorities and government authorities/agencies to ensure close, effective collaboration and integration at all stages. 
  • Work proactively with key transport stakeholders to ensure the best operational solutions are in place and plan operational efficiencies and sustainable solutions where possible.
  • Ensure suitable IT solutions area available to enable successful delivery of the transportation plan.
  • Work collaboratively and effectively with FIFA specifically the Tournaments and Events division and FIFA Transportation management to gain approvals ensuring that FIFA guidelines, standards and requirements are upheld and followed at all times.
  • Ensure seamless transport and A&D planning and operations in Australia and New Zealand and between both countries.
  • Direct on all project management aspects within the Transportation/A&D project in line with FIFA Zurich directives and practices ensuring all transport related contractual obligations, project milestones, tasks and deliverables timelines are met.
  • Robust contract management methodology including performance management and reporting, of all transport suppliers to ensure successful delivery of transport/A&D services.
  • Oversee all risk management within the Transport functional area, identifying key risks and issues and put in place robust contingency plans and mitigation measures.
  • Lead on all testing requirements including the planning of any official Test Events in the lead up to the tournament ensuring that any critical transport/A&D areas are properly tested, lessons learnt with issues being addressed and resolved effectively.
  • Provide strategic support to the FIFA Head of Transportation, FIFA Events Services Director / Chief Operations Officer Tournaments & Events as the case may be and as required.
  • Delivery of all tournament time transport/A&D operations including the Transport/A&D Operations Centre/s and integration with other local and tournament specific communication and coordination centres to ensure organisational structures, decision making and communication protocols are in alignment and implemented.


Qualifications & experience

You will be qualified or experienced in one or more of the following areas; Transport, Logistics, Civil Engineering, Project Management or Event Management.  With a minimum of 15 years of transport and A&D experience in at least three (3) international major sporting events such as FIFA World Cup/Olympic Games. Experience should include solid experience in multiple aspects of event transport operations and project management. You will be experienced in team leadership with at least 5 years of leadership/senior management experience within an organising committee leading large teams to deliver a time critical project.

This position requires a person with proven experience of successfully managing and delivering transport and A&D/ airport projects of a similar size and nature. Also required is a solid experience managing budgets, contracting, procurement and working with public and private sectors in a collaborative environment.



This position requires a person with advanced knowledge of administration and management principles and business process management. You will demonstrate the ability to design, implement and operate a transport system in an international event environment with advanced knowledge of transportation technical operating processes and activities.

It is important that you are proficient in managing large and diverse teams through various phases of organisational change and are able to communicate in a corporate and project focussed organisation . You will possess advanced communication, interpersonal and negotiation skills, the ability to influence others and manage relationships. Proven project management skills within a complex project along with proven solution oriented decision making skills and the ability to work under pressure to immoveable deadlines.
